If you want to properly develop your younger players for a winning culture, having them play meaningful games into April and maybe the playoffs is infinitely more advantageous then throwing in the towel and have them playing out the string from early March on.
Flames are still right there. The wheels could fall off in the next month. If it doesn't, Conroy owes the roster a chance, and accelerate development and experience of the young guys, to make a seemingly improbably run to the playoffs. IMO that means adding something, and that's more likely rentals (1 or 2 forwards) then a long term player.

We don’t need to replace Mantha he was going to likely be traded anyway.
Conroy has said the opposite actually that he isn’t in the market for any short term guys only long term.
If they added anyone that means young players are coming out of the lineup along with picks being traded. Would be very short sighted.
