			I don't know anything about German politics but it says "Losing Monday's no-confidence vote was the outcome Scholz wanted".

It's a way out of a situation where he runs a minority government that can' get anything done, and a vote of no-confidence was really just a question of when.
So "planned" in the same way a root canal treatment is planned. It was either a new election or political chaos. I don't see him returning as chancellor, as his party is currently polling at half of what the main opposition party is getting.
