I don’t think majors are the right answer, but certainly a serious campaign of reviews, fines and suspensions would be better
Problem is that the league would be publicly shaming their meal tickets, and they don’t have the cojones

I wonder if skinner was fined for embellishment when he said that he took a veteran’s discount to play with Mavi and that he could play on the first line.
That’s two fibs right there!

You’re right. It’s definitely the extreme that the league and players will likely never commit to. Players don’t want harsher punishments or fines for anything - let alone something that doesn’t lead to injuries. It would have to be the league having the guts (which as you mentioned they don’t have) to recognize what happens in sports that let embellishment become a part of the game. It’s sad to think what hockey could look like in 20 years if something isn’t done.
I just want the league to take it more seriously. Skinner getting two of these embarrassing calls in short order with little to no consequence is brutal. There has to be a serious deterrent for players. I know they’ll never do what I suggested but I really don’t see the downside if they did. I don’t think many players would try to sell calls so often if there was a chance it could lead to a major penalty. And if any of them did still do it and it got noticed after the game… 2-3 game suspensions would actually be enough to hurt their pocketbooks and harm the team if they were important players.
And the league already makes decisions on major penalties and suspensions on intent. As in, they try to interpret the intent of a players actions with what they see in their video reviews. I would want them to apply the same thing to diving. I would even want to include the classic chicken wing players do to get hooking calls as a form of embellishment - one of the oilers favourite dives. The Canucks scored the game winning goal on a powerplay in their series against Nashville off a chicken wing from Kesler in their cup finals run in 2011. It was embarrassing. The announcers from both sides agreed that’s what it was but it was just “a part of the game.”

Simply allow embellishment to be called even when another penalty isn't. That will get rid of it in a hurry.

The league doesnt seem to understand that concept but this is the same league that has kept Colin Campbell employed for years, enough said

If officials see the head snap back or player falling and lifting their skates in the air they should be calling a single 2 minute minor for unsportsmanlike. Calling offsetting minors for a dive and an infraction is just so NHL. Head coaches will surely take notice if their team gets burned by one of these penalties and players would be less likely to dive if they knew it would cost their team.

That's a no brainer addition if ever there was one.
Granted, he does have some tough competition from Justin Kirkland, and Kevin Bahl (I know he plays defense, but when you're talking about a guy putting up 8 pts, you do what you can to find a spot for him on a forward line).
