What if, just what if, CUPW's represenation is the one that suggested to Canada Post that strikes would be rotating, only to decide to pivot to full strike action? Given that neither of us work for Canada Post nor their union, I think that has to be considered an equal possibility.
Then it would be really stupid and irresponsible for Canada Post to mislead its customers into thinking that there was no possibility of a full strike. Pretty straightforward.

As for the Union doing rotating strikes as was “stated”, they didn’t state that. I’m sorry you were mislead by Canada Post’s statement but between yourself, Canada Post and CUPW, the union are the only ones who didn’t play a role in that. So I’m not sure why you’re so insistent on blaming them for it.

Canada Post and the CUPW have had collective bargaining spats handled by an arbitrator, mostly recently in 2020.
I’m not saying back-to-work legislation, I’m saying get the two sides to come to a fair compromise on each side’s demands to end the strike. I don’t really know (or care) about the actual process, I’m a pissed off customer and this is having a huge impact. The people I’m “vilifying” are literally everyone involved.

It’s beyond parody.
