It is Leverage Ukraine has if the US tries to back out of supporting their cause or trying to fast
-track a deal that hurts them.
Zelensky can say fine, desert us but we are exploring all our defense options including nuclear deterrents.
US doesn't want that.

The most recent analysis that I've listened estimated that they could probably do it in a matter of months. They have all the technology and knowhow needed already, and possibly some leftover infrastructure from the soviet era. Maybe even people who have built them.
It's just a question of putting it all together.

what stops world proliferation of nukes is that the smaller players tend to get strongarmed out of it by their sponsors and its hard to keep what is a major industrial process secret, Ukraine would have been given a hard no on that by the US in the beginning, with a pro Russian President they have no reason to care what the US thinks

What good are nukes for Ukraine? Surely their red lines would be no more credible than Russia's. It's not like they could use them without Russia using theirs, and they're not going to win a nuclear war against Russia.
The only use cases I can see are: to bluff, and to secure a conventional victory by dissuading Russia from nuclear escalation. But I don't think there's a strategy where they can actually use them, which as Russia is finding out kind of makes them less useful than one might hope.

The idea would be to bury them as close to the frontline as possible as a sort of super mine field I would guess
