You keep repeating it going back to many threads. We get it. Personally, I buy tickets when we're winning, losing, loading up, rebuilding. It's all exciting to me in different ways. To answer your question.

I would like to see management optimize resources, draft well in the slot they get, not to tank and mismanage the rest of the roster, and squander pretty much everything

Top picks can help but don’t guarantee anything.
