Next year's salary cap is projected at $92.5 million. That's enough to pay a 23-man roster an average of $4 million each. On a good team, I would expect most players in the top half of the roster to be paid significantly more than that.
I agree with you that Vegas will have to find a solution in goal, which, of course, means dabbling in voodoo. Could get ugly if they give a big contract to the wrong guy.
