Even then every loss would be blamed on the refs.

Or just fully commit to the rebuild and finally end the perpetual cycle of mediocrity.
Even now, the Flames have too many solid veterans and players are will probably finished 22nd to 27th.

Provide these aspiring linesmen (linepersons?) and referees with the tools to become National Hockey League officials.

Hire the best trainers, instructors, sports psychologists (more on that later) in the business. Provide generous scholarships, off-season free accommodation and access to the glamorous lifestyle of referees (including groupies).

With top-notch access to sports psychologists, motivational speakers and hypnotists, suggestively implant in these young people the imperative to be pro-Calgary Flames wherever possible (and anti-every other team but especially the Oilers).

This process will take a number of years to be successfully implemented, but boy-oh-boy the results will be glorious!
The focus on developing professional refs now is former players because they actually have game sense.

I think this is Conroy's path but you can't just give veterans away. Plus you need some vets to mentor the youth. This year will be similar to last year, expiring contracts will be dealt at the deadline for assets. Kuzmenko, Vladar, Mantha, maybe Andersson, maybe Coleman. Last year, Conroy traded 5 guys for 17 pieces?
