I’m betting data collection is responsible for the outlier data.
A letter from the man who tried to assassinate Trump at the golf course was shared with the media today.

How far was the shot anyway?
I used to be pretty accurate with iron sites to around 300ms, and Trump is a big ass target.

He was set up a hole or two ahead of where Trump was, when secret service spotted him. Article said Trump would have been within a hundred feet in 10 or 15 minutes.
I think at the time he was about 400 yds out
