			A major issue is that the habitual drunk drivers are typically also alcoholics. They often let their entire lives go to $#%$#%, including professional and personal relationship and their finances. We aren't talking about people needed a ride home from the bar on the weekend, because they didn't plan their trip properly. These are people who wake up and get drunk and stay drunk all day. Short of having a 24 hour chauffeur they will drive drunk. 
 
You obviously want to just permanently have people suffering from alcoholism off the road, but a major issue is that they don't typically get identified until something horrible happens.  
 
In the case with Johnny, it does sound like the perpetrator was an habitual drunk. He wasn't a guy coming back from the bar with friends who hadn't planned the night out. He was an angry drunk. I hear ya but I think it becomes a problem when someone who has had a few too many and was planning on taking a $15 Uber home is suddenly being expected to pay over $100 for the same ride. 			Tougher laws & consequences aren't going to deter an alcoholic from drunk driving. I understand the wants an needs to fix this problem after the passing of the Gaudreau brothers.  
 
My wife's sister (who is in her 40's) has wrecked 3 times in the last 3 years and just doesn't care. We can only hope that she doesn't take anyone else out with her when she passes on (If I know that she's drunk driving I have NO issue calling the police and having her arrested). 
 
We can make personal choices though, we were at the Metallica concert this weekend and my wife asked if I wanted a beer.
