Remember, facts are technicalities. There are hard questions that need to be answered and tough decisions that need to be made. Without raising taxes, because curves complains about that, too.

I had one break; it slipped out of my pocket when I got out of my BIL's truck, and he backed up over it by mistake. It still worked, but then I had it in a shirt pocket, and I bent over on a tile floor, and it slipped out and shattered it.

The no break people are obviously just low effort that don't put the work in.

MMF is the tough as nails cop that "plays by his own rules". The force keeps suspending him when he crosses the line but he keeps coming back and then cracks a big case.

There isn’t an easy answer or solution to addiction (that might actually be unsolvable). That said, I don’t get a sense that the OP or many people are actually lamenting that we’re not solving addiction but rather that we as a society seem to now accept and tolerate the open degeneracy of addiction in public spaces and in that regard place a higher value on the the freedoms and rights of addicts above public safety.
