Sounds like it was a 2m pipe, so highly likely it was concrete cylinder pipe, but it was newer, built in 1985. The weakest concrete cylinder pipe was manufactured in the 70s, so an ‘85 pipe blowing up would be pretty surprising. They also had more redundancy, but sounds like they had a depressurization of the main which necessitated a boil water advisory. I haven’t heard if that’s been lifted yet, they would need to be able to get samples passed in the lab and get some flushing done before lifting the advisory. But because of the redundancy they shouldn’t have to wait for the repairs to be completed before they lift restrictions.

The Calgary plan was to inspect this fall. They prepped for that inspection in the spring. Calgary is likely an example of you inspection doesn’t eliminate risk it reduces risk.
When you look at Calgarys response they turned a significant water main failure into an event that had zero consequences.
That is successful risk mitigation. One of the tools - planned integrity inspections failed. Other mitigations, redundancy, water restrictions, spare pipe available, a network of municipalities and contacts with available additional spares all worked.
The other question is was this inspection driven by the Calgary situation or previously planned.

Yeah don’t want to pile on, but I took a significant financial hit, and will do so again come September as we go back to stage 4.
Not blaming the city, but zero consequences is not proper wording.
