You can't have those unhappy and scared citizens in Russia, that would look bad.
Of course in practical terms, there's probably plenty of empty houses left by all the Ukrainians who have left those areas...
And repopulating conquered areas with Russians is a long held tradition. This time they didn't even to to force anyone to leave their homes for it.

You mean empty, semi-intact foundations? Russia kinda razes everything to the ground w/ artillery fire before they take a city. Bakhmut and Adiivka looked like there were couple of sheds that were still up. Could fit a few Ruskies in there.

It's kind of a ridiculous signal to send to your own population though. Essentially, the message is that we are not confident in retaking your homes any time soon, so instead go live in this other area that the same enemy who drove you for your own homes desperately wants to take back!
How can any Russian in Kursk or Belgorod receive that news and not immediately panic?

That's the intent of pushing them west instead of letting them go into other Russian cities.

Most of the occupied territories were occupied at the early stages of the war, before the artillery phase.

I would assume the Russian government doesn't want these refugees fleeing to other, safer, parts of the country and telling their neighbours how the war is actually going

Yeah but those russians presumably have friends and family in other russian places. They might stop the flow of people but they'll never stop the stories.
It makes no sense. Shelter the refugees nearby and tell the story that you'll retake the land in the coming week. If anything take more photos of them and redouble your defending the russian way of life bull#### or whatever.
This gives the distinct impression that they have no idea what to do about the incursion and are just scrambling to get citizens out of the way... It's a pants around the ankles type of solution.

I think they are just using it as an opportunity manipulate the demographics of Ukraine. Even if Ukraine takes back the occupied areas, they have to deal with more Russians in their body politic. It’s what they have always done and why there are so many Russians living in neighbouring countries outside of Russia.

They could deport them if they didn't legally immigrate to Ukraine. Seize all their stuff as reparations. Why should they get to stay?

I know there's a lot of hotels there, but we're talking potentially hundreds of thousands of people..
Also many of the harbor towns like Mariupol have been almost completely destroyed, or at least heavily damaged.
I suspect the talk about hotels is just propaganda to make people think that those refugees are.being treated really well. These people are also going to be a big logistical drain, it seems like a pretty bad idea overall idea in the longterm to send them into the occupied areas.
An interesting thing I came across was fake videos of Russian aviation attacking Ukrainians on Russian territory. While propaganda during wartime is to be expected, it's a little weird to fake that stuff. You would expect them to have plenty of video of the real thing happening at this point. Although it could just be that Russia just really doesn't care whether any video or image is real or not.

Of some sort, certainly plausible. It's even possible that they want to put the refugees on the same roads as the Russian troops moving from the occupied territories to stop this invasion, which would make it much harder for Ukraine to strike at those moving troops.
There's also a good chance there's is no real plan or good reason to do this. Russia is clearly scrambling to respond to everything that's been happening.
Hell, it's not even certain they are actually doing that. There's a good chance they have no plan or capability to do this evacuation in an organized manner, and this is basically just something someone said to give the appearance that there is a plan.

Russians are in absolute propaganda mode. Since almost nothing comes from Ukrainian side, I read almost exclusively russian war channels, and what I read is a string of non-stop victories by Russians. And locations of those victories are moving deeper and deeper into Russia.

As per original post by Kursk governor, linked in the beginning of the article, such evacuation was suggested by governor of Zaporozhye, and evacuation "to black sea hotels" will begin "in the near future".
As of right now, people are evacuated into hotels, children summer camps and similar places deeper into Russia. In many cases, they are moved merely to the eastern part of the same Kursk region. Or at least so officials report, for what it worth.

Nice to hear from you, btw  If you have the energy, it would be really interesting to get updates on what the talk is like on the Russian side. Those of us who don't understand Russian are always at a disadvantage trying to follow that stuff.
