So I understand the Bearspaw plant is running at 70% and has been for about a week. I recall someone telling me that we move away from restrictions when Bearspaw runs at 75% or higher. If that is the case, are they doing this on purpose now?

As hilarious as Pepsi is, if you want an actual answer, there’s a big difference between rebuilding resiliency after a major outage and running normal operations.

That wouldn't surprise me at all. Once things really hit the fan with the first break and they brought in additional equipment, crews and technical expertise from outside City of Calgary I suspected something like this.
Too lazy to look up the data but it was something like 5-7 areas of concern with the mainline in a 10 km section of pipe. The 100 year lifespan is effectively over as enough parts of it have failed.
What would the likelihood that the rest of the pipe needs repair and replacement and how does that apply to other watermain feeder lines throughout the city?
Hopefully that isn't the case but really it wouldn't shock anybody given what has happened.

I could see it also, and I don't think that it's suggestive of incompetence or anything like that. I just assume that what they did in June was an emergency repair job and there is still work to be done to complete things more fully or effectively. If that's the case, it kind of sucks, but at the same time maybe it's not as disruptive for as long this time because they can more fully plan for this.

That's unfortunate if true. I was hoping they could limp along till winter when water use drops and the effects of more shutdowns wouldn't be as harsh.

It's hard to service a bunch of underground infrastructure in winter. Speaking of, imagine if this kind of failure had happened during a -25 cold snap??

The one big main break that happened on McKnight Blvd years back happened when it was cold like that.
It was -20 or colder, and I remember that the fire dept had to bring in their boats to rescue some motorists who were caught in the created lake.
