Offer a 1 yr, 4.5 mil deal. If a career limiting injury occurs during 24-25, would you rather have 4.5 mil or 1 mil. The threat only gets more real as training camp approaches.

Or you end up with an NHL defenseman for a 2nd round pick. Worth the risk in my opinion, 2nd round picks have about a 35% chance of playing more than 99 games (according to Dobbers Hockey). I would think Broberg gets there, at least more than a 35% chance.
Plus you get to screw with the Oilers. Which adds value.
Skinner does nothing to help their already pourous defensive puck management. He's gotta outscore his very weak defensive play, much like Kane.
Brown is the single worst Dman that played in the NHL last year by almost every metric. He's a huge downgrade on a very bad Deharnais.
I like Arvidsson. Though he's an injury risk of course.
Skinner is slow, and bad defensively, but his 5v5 results are among the best on the Sabres over the last 3 years. He has been outscoring his weaknesses. Will be interesting to see if the Oilers can utilize him as well as Buffalo has the last few years.
I don't know Brown from a hole in the wall. The Jfresh cards don't always tell the whole story though. Duncan Keith had terrible underlying stats coming into Edmonton and he ended up having an ok season for the Oilers.
I suspect Brown is just mostly signed for his fighting and won't play all that much. There aren't a lot of teams around with great 7th and 8th D-men, so its about par for the course.

Kotkaniemi signed long term for 4.82 after a year 6.1. Seems like a pretty low risk move to me, especially when you already have 2 2nd round picks next year.

But he doesn't have to sign that. He can make more money by accepting his QO every year and walking to UFA status. The only way to prevent him from doing that is not to give him a QO, and then he walks right away.

You said why would someone reject a qualifying offer for less money. Term is the answer. If they can get 6 million a year on their qualifying offer and they know it's only for 1 year and they're being offered 4 million for a longer term then that's why. 4 x 5 is better than one year at 6 million if you're not guaranteed to be in the nhl past that one year.
Nobody is saying someone would accept 6 million a year over 6 years to get that 6 million.
