The list of teams who haven't been underwhelming is way shorter than those that have. Although to somewhat defend Belgium they have Lukaku actively working against them, which is tough.

Let's called a spade a spade, there was a decent initial spark to this tournament, but it's pretty much been ass for the most part.

Similar to Croatia they are also just aging out a bit from their Golden Era now.
In 2018 they finished 3rd losing to the eventual winners in France in the Semi-Finals (just like Croatia in their best ever finish.
In Euro 2020 they were 4-0 beating Portugal in the round of 16...but then lost 2-1 to the eventual champions from Italy.
Those two years were their peak and their best shot of winning a major trophy.
Now they are on the downslide with this core.
