I went back and read that Tod Button interview in the Herald a couple days ago. It mentioned the Flames added Denis Grebeshkov (former Russian blueliner) as Russia scout, and that Button is impressed with the calibre of Russian players in this draft.
Could we read between the lines that the Flames might be ranking Silayev more highly than some other teams?

Maybe.
Though a lot of the recent mock drafts have Silayev going very early. The one yesterday on NHL.com has Silayev going 3rd to Anaheim.

I agree with that, I don't see Silayev getting past 6 at the latest. I think he goes to the Ducks as well.

Yeah, I feel like this board under-rates Silayev (we've got a lot of big=good PTSD). Bob Mackenzie has him ranked at number 4.

I've really started to lean into the idea that the Flames will pick a D man at 9.
Any of Levshunov, Buium, Parekh, Silayev or Dickinson would be great additions to our team.

Scott Wheeler's article on The Athletic today suggests that he's hearing Sennecke could be the Ducks pick. That would be pretty wild. Good news for the Flames if true.

Silayev is the most intriguing player in the draft, but I think if he gets past Anaheim and Columbus, who could both probably take the risk on a d-man like that, he could easily fall to Calgary because of the uncertainty and teams ahead of Calgary making a little safer but still high end d-pick or going with a forward.

I remember suggesting taking Sennecke with the Canucks pick a few months ago when he was still considered a fringe 1st rounder. His ascend has been nothing but mind-blowing ... but yeah, I can't see that.

That would be crazy imo if they are going wing and pass on Demidov. Everything I have heard coming out of the Ducks rumours is they will go D.

It's way too safe of a high floor, low ceiling defence first player in Silayev for me and a top 10 pick. You could argue that there's untapped offensive potential here, but he hasn't shown anything offensively at any level to think that he's a Dhalin or Hedman in the making.
If Conroy can get his paws on Helenius, Catton, Buium, Dickenson and even Iginla, I would have them all ahead of Silayev FWIW. The Flames absolutely need front of the lineup forwards (specifically center) and do it all, top pairing potential in this draft.

I don’t think Silayev is low ceiling at all
The combination of size and skating is unique
Doesn’t mean he will put up big points but as a big, mobile, physical shut down D who can still move the puck…that’s not low ceiling

I don't know. Kid was 17 playing in the KHL. Very few do that and no one that young puts up any points, not even future star wingers. He also hasn't had reps in international tournaments this past year to really see where he's at compared to kids his own age. But that's the question. Who the heck can be certain without a bunch of live viewings? And that's why he might fall to nine or further.
With him playing in the KHL at that age, though, screams potential upside.
I agree with you, though, the Flames in this stage of their rebuild should probably go with a little more certainty with the pick. But man is Silayev intriguing and I wouldn't be disappointed if he was there and they take him.
