On a serious note is there any evidence that this break was the result of negligence or deferred maintenance? I see people bitching at the city but I don't know if it's warranted.

People blame the city for everything, so no doubt they're blaming them for this

From that cbc article:

Mayor Jyoti Gondek apologized to Calgary residents Sunday morning, calling the city's efforts to communicate information about the ongoing feeder water main break "slow to come," and "confusing at times."

"Going forward, we will do a much better job of explaining what's happened, the expected timeline to get back to normal, and what we need from you in the way of water conservation," Gondek told reporters at a press conference.

"And that starts now."

Beginning Monday, Gondek said she will be providing an update to Calgarians every morning through a livestream at 8:30. In addition, the city's emergency management team will hold media briefings at 2 p.m. each day to update residents on the progress that's been made.

Who cares about the blame game and getting someone in trouble. How can it be prevented or just better predicted in the future.

It was 5 to 7 days to fix it from when exactly? When did that clock start running?

I think the mayor said "5 to 7 days" a few days ago as well. Maybe she was talking about the arena?

I believe it was 5-7 days to complete the repair once the exact location was identified and repair work could begin. I think that means the clock started ticking on Saturday, meaning it should be operational again sometime between Thursday and Saturday --- if all goes well.

One thing to consider here as well (I hate to be a wet paper bag here) but once these lines get re pressurized as well as all the down stream devices there is a very real chance that other smaller issues pop up. It would be all the lines of seals/valves failing after re pressurizing.

This happens frequently in other transmission level utilities and I would expect there to be additional downstream repairs after this main line is fixed.

And almost certainly could be sinkholes in the area of the break for a while after the fix.

Keep in mind that for water mains they have an allowable leakage rate so perfectly tight isn’t the criteria.

It will be interesting what happens, particularity when the city says the main break is fixed. Presumably everyone will respond by using a record amount of water. Which could be bad.
