Handwashing dishes, holding off on your loads of laundry, no watering lawns / plants, etc. all makes sense but asking people to just not bathe entirely is... interesting. Seems a bit extreme -- like maybe say let's reduce shower times, no baths, that kinda thing. But you just can't expect an entire modern population to not bathe, especially for how many days?

If you look at the update from the city it says limit showers, not do not have them.

Apparently the average Calgarian uses 7,000L/month which is ~230L/day - if you can lower that to even 150L/day for a day or two I would agree that you are making some strides. Yes, it matters. I'll give you that. But when 7% of the commercial accounts are using 34% of the cities water, the math is clear where the majority of the consumption is coming from and where the most rapid and reliable relief in a situation like this can be found.
Even that 230L/day figure above seems ridiculously high compared to any usage I would approach. The typical shower is ~50L, dishes ~13L, laundry ~50L, handwashing ~10L. Even if you assume you're doing the laundry everyday in addition to the shower, handwashing and dishes, you aren't even hitting anywhere near that number.
A lot of people must be beyond reckless with water consumption and are simply ignorant to water usage. If that is the case you are certainly not reaching them during a time like this anyway.
