He also refused to pay the asking price for Saros, and he clearly wasn't offering enough to pry Ullmark loose. The ‘extortion’ comment was directed at every GM on the market with a good goalie to sell.
If he refuses to give in to anyone's demands, he'll end up with garbage in net and Markstrom will go somewhere else.

Conroy could get creative, but it would mean more retention. Palat is a valuable player at $3m a year, so they could potentially three way a deal and retain on Palat instead of Markstrom if they get a better return involving a third team. And Palat may waive to go to a third team who has a chance at a cup.

NJ could probably go either way on needing/wanting the pick. But Buffalo absolutely does not need that pick, and would be much better off upgrading their team before they eventually end up in a cap crunch.

How about Markstrom? Luukkonen was decent last season but he and Levi are still not a proven tandem that guarantees you the playoffs. They could trade for Markstrom and turn around and move Luukkonen to a team looking for a young goaltender.

Unless something changes with the roster, a star player emerges suddenly, or Huberdeau can suddenly carry the team, it won't matter what is the GM's or the owner's goal.
The roster is not good enough to compete as constructed. They are selecting 9th overall with Markstrom and Lindholm for most of the year. They are going - most likely - to trade their starting goaltender this summer and I doubt that any unsigned free agents at the trade deadline are retained.
This roster presently is not good enough to even get out of the bottom third of the league - again unless something changes.
So, the rebuild is here. The question is really whether the Flames will embrace it. I don't need a press release or acknowledgment - just stop bleeding draft picks, focus on youth and talent, and make reasonable bets to extract value in trades.

Their blueline is very weak on the right side.
Dahlin, Power, and Byram are all lefties. Even with Dahlin probably playing on the right, they still need someone on the right on the second pair.
I think it's a bigger question whether the Flames would trade Andersson, even for the 11th overall pick, than whether Buffalo would be interested. They would be.

6K (Luukkonen) is also a RFA. Markstrom retained could be enticing.
