The UK is initiating a one-year military program. I would like to see something similar in Canada. Call it grade 13 and have it count towards entrance requirements for University, trades , or any other continuing education.

Shouldn't be financially rewarded for being a wasteful pig.

IANAL, but for the most part, technically, yes...toplessness is not illegal. There are some finer definitions that lawyers and courts would get into, but for the most part, if a woman wants to walk around topless, she can.
