If you want an actual explanation, Tocchet constantly talks in his press conferences about holding the puck rather than throwing it at the net on low percentage shots. By holding onto it, they reduce the chance of a puck off a shinpad leading to a rush the other way and increase the pressure over time, with the hope that a scoring chance will pop up. So the goal is high danger chances as opposed to shots.
Obviously this is not working very well right now but it literally is intentional. They're not scared to shoot, their coaches are telling them not to. And when they do shoot, not to miss (that also isn't working).
