Edit: Please ignore all of this. Teams can win twice in the 5 years, not once.
CHI won the lotto last season, therefore they can't move up again for the next 5 seasons. I just realized, however, that the rule isn't that they can't win the lottery, only that they can't benefit from winning the lottery.
So... a very likely scenario is that CHI wins one of the two lottos and, although they can't benefit from it, they still screw someone else out of winning it.

Why yes, yes they can. I even looked up the rule prior to my post, but I always thought it was only once in 5 years so I completely glossed over that part.

Edit: There's also this part too... which I didn't realize. Although the above limit began with the 2022 season, it is not retroactive... so even if CHI had moved up in the couple years prior to this rule kicking in, it wouldn't matter as it's only forward-facing.
