A few reasons come to mind. Pathways are considered more aesthetically pleasing when they're flush with the surrounding terrain. You can of course make the pathway slightly proud to the terrain but that doesn't solve any icing problems if it's too flat. Then you need to do more grading to keep water moving. Now you're blocking the natural water flows of the park space.
Raising a pathway to install the smallest allowable culvert for drainage (the city might allow a minimum 300 mm diameter) won't look as nice and create a separation in park spaces where a pathway isn't at the edge of the space. Ditches along the pathway are going to err on the smaller size (probably the smallest allowable v-ditch) and become more of a tripping hazard than anything.
Finally, all this costs more money, and pathways in open spaces traditionally haven't had a large budget.

Does anybody know if the pathway is open going from Douglasdale to Douglas Glen under Deerfoot? I thought I heard something about a closure for the bridge work, but it shows open on the city's pathway map.

If I were to cycle a lap around the city, starting from the NW in Evanston, would it be best to go clock-wise or counter clock-wise? I'm thinking counter clock-wise to get most of the hills out of the way early.

Might be a game time decision depending on the wind. It's always nice to have the tailwind at the end.

I do know that, regardless of wind, counter clockwise is not the direction to do the ride when starting in Tuscany. Nothing quite like hitting that long climb from Nose Creek to the top of Country Hills when you’re 100ish km into your ride.

That is true. I've only ever started in the south and always do counter clockwise so the hills are more towards the start as well.
Clockwise is probably for the best and most of the route will be protected or winding enough that you wouldn't be in full headwind for long.

Just got back from Sea Otter. I did the gravel race on Saturday. It was a fun course. They removed the singletrack from the year before but made it longer. I'd highly recommend Sea Otter. It's a fun atmosphere.

I just received an email from the Deerfoot improvements team. Looks like the will be re-aligning the pathway under Deerfoot where you go from Douglasdale to Douglasglen. Looks to be maybe an extra dozen metres.

Went out on my first gravel ride of the year using my new bold and orange 43 Gravelkings and what a noticeable improvement in comfort and overall feel of control on the gravel from my stock Specialized Pathfinder Sports that were 35s.
Really trying to make an effort to do more gravel riding this year as it's nice not having as many cars out there with me, but honestly wasn't super excited to do so as I found it kind of dicey with the old tires. That said, the new tires are such a massive improvement I'm now excited to get out again.
No idea if it's the tire tread or just the change in width making the bigger difference.

Yeah, big fan of wider tires. It really helps the stability and control in loose gravel. I’m on 45 G-One RS’s, and have considered 47 pathfinder pros, or maybe even some 50’s for some events. Meanwhile I’ve got some 40 G-one’s that I probably won’t put back on again.

Any tips on what bikes to look out for of the hybrid variety (pathways, commuter type) - I'm usually buying mtn bikes or fatbikes so haven't looked at these for a while. He wants to buy used, so if anyone has a couple of names of models to consider I'd be much obliged.

I purchased a Specialized Sirrus X 2.0 during covid for a commuter/fitness type ride. I like it, it's zippy. Although, I do want some wider tires on it for some gravel stability.
