Why can't it be both?
If they didn't make him part of The Brawling Brutes they probably would have. They could have sent down people like Mandy Rose and Dana Brooke sooner than they did too.

I think the empty buildings that the talent perform in are a lot more noticeable to the talent than any backroom numbers that Khan and executives would see.
There definitely can be a disconnect where both things are true. AEW is making great money, but its live shows are not as popular as they were.

Tickets are also too expensive. I wanted to see Dynamite in May, but it's far more expensive than Raw, which came through Edmonton in 2022. I can't convince anyone to go with me, especially in not knowing who on the roster will actually be on the card.

Sure, but the implication here is you're saying he was sent back for development, which is what NXT is apparently for. I'm telling you he would have been sent back long before now, especially after he injured Big E in March 2022.
Ergo, if he needed more training to learn how to do moves safely, then he likely spent time in the PC before coming back to Smackdown. He didn't go to NXT, because he wasn't needed there. These are two different things.
Mandy Rose also didn't need more training. She was a huge draw on her own, they just did it to beef the roster up, after which she departed from the company.
With regards to AEW, their main problem has been ticket prices getting pricey, then dropping the price closer to the live event, which cannibalizes their ticket sales (especially with poor communication). They were also going to markets that just recently had wrestling events (e.g. WWE) and trying to tap blood from a stone IMO. Bad business move. But they did hire that former WWE guy (forget his name) to address the live event experience.
They also have a bad problem of making consistent appearances at live events a roll of the dice. People need to know well in advance who's going to be on the show.

It sounds like this was put on by the crew/wrestlers. Either way, it pales in comparison to Steph, Trips, and Vince doing a "thank you, Vince" night after the first round of sexual assault allegations.

They could have sent him back down then. They decided not to and instead put him in a group where he always seemed like the third wheel. That doesn't mean they didn't send him down now because a) With the group disbanding they had nothing for him and b) they felt he could use more work which he does.
Mandy Rose wasn't a draw because of her wrestling. She could have used more work and was improving in NXT before she got released.
How you say NXT is "apparently development" is puzzling. It is development. Even more than old NXT was. A large chunk of that roster could have easily been on RAW or SmackDown. NXT now has talent that could be but most still need work.

Yeah, not sure I'd be too upset about that. Thank You Tony done after putting on a consistent wrestling show that has helped put wrestling to a level it hasn't been in 20 years.
Thank you Vince done after he was pushed out of his own company because all his behind the scenes ####ery was coming to light. It's even worse now that he has been pushed out of his new company because the behind the scenes ####ery was even worse than anyone knew and what was coming to light the first time was barely scratching the surface. Though, funnily enough the initial pushing out of Vince also helped put wrestling to a level it hasn't been in 20 years... so there's that? Also funny that the people who pushed him out were the ones to lead the "Thank you Vince" chant.

Logan Paul is a star. Now that it seems like he wants to be a full-time member of the WWE roster he should get a run on top eventually. He really has the old school mentality of what it takes to be a cheap and arrogant heel. I think he would do well leading a stable one day as well.

Yeah it was pretty cool seeing old school Rock back in action. You could tell he was enjoying himself, and did a great job in cancelling out the "What!" chants.
It's not the perfect angle, especially his argument that Rhodes doesn't "deserve" the shot, or won his way back into contention. Rhodes won the Rumble and is obviously top of the card. So Rock's logic is leaky, but it's obvious the plan only changed due to fan reaction. I think that part works, that the people turned their back on the Rock, so he is turning on them. I think in the end this will put Cody over, as the Rock and Reigns aren't full timers.
I just hope having the Rock as "the guy" doesn't end in him overshadowing Roman. Also how do they plan on building Rock/Reigns, when they just aligned together.

Rock can't turn on Reigns, as that will overshadow Reigns.
Night 1: Have the Reigns/Rock vs Cody/Seth tag match...if Cody wins the Bloodline is banned from interfering, if Reigns wins they get some stipulation they want. Cody pins Rock and Bloodline is banned from interfering.
Night 2: Cody beats Reigns as nobody from the Bloodline can interfere.
So Reigns loses, , blames it on the Rock for losing the tag match, and have the bloodline attack and destroy the rock the night after WM40.
Then build to Rock vs Reigns at WM41

While I like this what if its the opposite.
Reigns/Rock vs Cody/Seth tag match. same concept of the stipulation. Right down to the Cody pins rock. And the bloodline is banned from interfering. Which is fine because blammo, Rock destroys Roman keeping his heel persona. Rock triumphantly leaves with the Blood line.
Night 2 Cody beats Reigns, the blood line and Rock sit in the first row, they don't interfere but distract Reigns at a key moment. Reigns loses. After the match, Rock and the blood line taunt and maybe attack Reigns.
Now we've got this insta face turn by Reigns, he swears revenge on Rock and his traitorous family, part of Reigns getting a shot at the rock at WM 41, is he has to go through the Bloodline.
Now we get a refreshed Reigns as a face, and an incredibly fun heel Rock. We get the bloodline involved and they stay as heels.

I think you just made Reigns look like a huge chump, which would be a mistake.
You've built him up as the final boss for 4 years, and then you're just making him look like a jabroni and making the Rock look strong.
