If the league wanted to favour Chicago in that way, do you think they'd have waited 16 years after their last lottery win?
You think the league is rigging the draft to favour New Jersey (two #1 OA's in three years) or Buffalo (two in four years)? The Board of Governors doesn't care about those franchises, as long as they don't go bust and move to a valuable expansion market.

The Flames are as bad as those teams, if they trade their 3 UFA'S and maybe even 1 other roster player, they could compete.
Something with the leafs makes too much sense at this point. The leafs have a lot of dead space with Brodie, Bertuzzi, and Domi. I don't think any of them are doing well and the Flames could take any or all of them back and even try to flip them at the deadline. Tanev, mangipane, a goalie, even Coleman would work well there.
Weaken the roster a but more, and let the freefall begin!

I'd love for the Flames to pick inside the top 5 this year. but it may already be too late. Ottawa, and Columbus didn't waste time winning games.
Anahiem. San Jose, and Chicago are just too bad to catch.
That said, 6th last is still obtainable, Buffalo and Minnesota are within touching distance.
