I don't pay attention to every game so maybe I am missing these many times but it seems when I am watching they almost, if not always go with the whistle being blown before the puck was going in as a no goal.

I've seen it go the other way plenty of times.
Ref meant to blow the whistle before they actually did.
I can't remember seeing it go the other way.

I think the refs will argue that Kardri scored as a result of slashing the puck out of the goaltender’s hand, hence the whistle and the penalty. Unfortunately for the Flames, this was not the actual sequence of events. It’s ridiculous that this can’t be revived by the Command Centre.

Perhaps not "many", but first page of Google showed 4 instances from a quick glance.
Only thing that would make sense is if it can only be overturned if it's the original shot that still ends up in the net after the whistle somehow (whereas Kadri was a lying puck)

Which is wild because the ref that called the goal off was behind the goal line and could never have seen whether the puck was covered, or where Kadri made contact.
