What happens if a player uses the tape? Will they suspend them? Fine them? If it’s just a fine it would be an awesome statement for a guy like McDavid or Matthews to do it anyways and just take the fine

Hopefully this is incorrect and the NHL isn’t actually doing this. If they are though, hopefully players and organizations step up and fight back.
I’ll wait and see how it plays out, but honestly, if the NHL isn’t for everyone then it isn’t for me either.

See, this is what I originally thought - surely this is just the NHL issuing a guidance memo with some weird and vague language, and someone is interpreting it as "well if you take that literally then they're banning pride tape", and writing that as the story.
But the tweet above suggests that the author of the article specifically confirmed that this is the case with someone the league itself. So either they're lying, or they spoke to someone at the league who was lying or wrong, or the league is in fact trying to do this.

Honestly...I think I'm with most people...this is sheer cowardice. They dont have the balls to do it officially so now they're going to prohibit players from expressing their own views?

Well, I was just kidding...
Though who knows with the league. They banned ALL Special Event warmup jerseys in response to the Pride pushback. With that precedent, maybe its easier if they banned ALL stick tape from here on in.

Lots of players who are vocally supportive, including Tkachuk, Quinn Hughes, Brad Marchand, Morgan Reilly and Mitch Marner... there are plenty. Hughes is the only one I can remember making a specific statement after the controversies started picking up steam after Provorov and Staal last year:
