Is it just me...or are the refs really calling way, way too much for pre-season? Yesterday's game was plagued with penalties, too. Did someone turn the refs up to 11 or something?

Yes, somebody needs more officiating lessons. The league needs to pull that guy aside after the game and have a chat but they won't because officials have no accountability.

They gave him 2 mins, 2 mins, 10 mins and then another 10 mins in the box.
The 2 and 2 were completely unjustified calls, so Weegar then bought an additional 20 by pointing out the buttholes lack of competence.
