Ugh this is always so confusing. I don't think they should be allowed because according to other rules they can simply be signed. So allowing them here and allowing them to be signed puts two rules in conflict. This is why its confusing each year. So we should just say they are NOT allowed in my view.

Plus since they aren't allowed in the normal draft it doesn't make sense they should be allowed here.
