I tried to come up with an analogy that illustrates how silly it is but it turns out “upset that you were warned it’s going to be hot” is actually as silly as it gets.

I guess because WARNING implies something dangerous and out-of-the-ordinary that people need to take special precautions around. When it gets applied 30 times a year for regular summer weather, people just start ignoring it. And issuing warnings that everyone except anxious mothers of toddlers ignores seems pointless.
WARNING! WINDS MAY RISE TO OVER 20 KM/HR. THIS HAPPENS DOZENS OF TIMES A YEAR AND IS UNLIKELY TO CAUSE ANY PROBLEMS FOR ANYONE BUT YOU SHOULD PROBABLY KNOW ABOUT IT ON THE OFF CHANCE THAT IT MIGHT. THIS IS A PUBLIC SERVICE ANNOUNCEMENT BROUGHT TO YOU BY SOMEBODY COVERING THEIR LEGAL LIABILITY FROM EVERY POSSIBLE ANGLE WHILE ALSO TRYING TO JUSTIFY THEIR DEPARTMENTAL BUDGET.

The elderly should take precautions if they don't have A/C though, and maybe family should stop by and check on them since old people tend to die during heat waves. It's not for you.
I just don't see what the big deal is. "Oh, heat warning. Huh, OK 27 daytime and 14 overnight."

I can agree with both arguments a little bit.
I am able to look at the forecast myself, consider my planned activities for the day/week, and adjust as needed. I don't need to be "warned" unless it is something like a severe storm, for example.
But I don't work outside, I'm not elderly, I check the weather daily already, etc. Not everyone is like me. If Environment Canada chooses to issue a heat warning for "kinda hot", it has a very minimal impact on me, and I carry on with my life. Since it was issued a few days ago, and until I browsed the forum today, it caused me no annoyance or distress.

I mean, it's not like they are hijacking your phone and sending the OMG HEAT WARNING at 3:00 am all cellphones with a loud blaring regardless of your settings. And then sending another blaring message at 3:20 am in french.

Wait, phone blaring at 3 a.m.? Are people really getting heat warnings in the form of pseudo-amber alerts? The only time I see a heat warning is a) when I click on the weather and there's a red "WARNING" bar at the top, or b) my Alexa device gets an alert and I ask it what the alert is because I might have ordered a package and then forgot about it.
I actually would like the warning to only come up when it's a situation of legitimate, "hey, cancel whatever plans you had and stay the #### inside, preferably somewhere with A/C, because this is just going to be a brutal one" - which isn't the case. It would be nice if it were. But as it stands, I'm just being provided with useless information in a fairly non-invasive manner that can be easily ignored, so... whatever.

For me, I'm indifferent to the heat warnings, it's more I'm poking fun at them because it does diminish it's sense of urgency when we're getting warnings over normal summer temperatures.
It should really be saved for more extreme temperatures IMO. It's like if they issue warnings in the winter for when temperatures dip below -15 degrees. It's normal winter weather, and people can still die from it if not taking precautions, but is it really severe enough to issue a warning?

The forecast high is 39 here in Texas, 42 an hour up the road. No heat warning, but it is so hot out I can’t even think. I guess everything is relative, but 27 sounds absolutely delightful.

There are heat advisories for most of Texas right now. Here's some info from the NWS:
