He’s not being ‘hyped’ in trade rumours because he’s good. He’s in trade rumours because the Flyers are openly shopping him.

I doubt GMs think he’s anything besides a worse-than-average 2nd line centre. But that still has value if the Flyers are retaining (which is likely the case).
