The expansion teams haven't really been filled with cast-offs. They've been mainly filled by 2nd-3rd line type guys, and 2nd and 3rd pairing Dmen -what this has lead to to is teams with enough depth to seriously compete. This would be a valid argument if we were talking about 1990 draft rules. Things have changed where you can get a competitive roster pretty easily as an expansion team.

Again what does this have to say about the Flames roster if you feel you can assemble a better one from from unprotected castoffs? There's absolutely nothing sexy about the Kraken and nothing indicating they are on the verge of anything special but people here would take that over the current Flames roster and then argue against rebuilding? If the Flames aren't on the verge of success why continue down the road of mediocrity? Why not rebuild?
