All four officials on the ice are allowed to call a high stick penalty, linesman just have to wait until a whistle. I'm going for Florida but that is a stunning lack of an obvious call when the puck was right there and all four could call it.

Not nothing, the Toffoli trade was just fine. The Jarnkrok one was a definite overpayment and we have a whole thread to debate the legendary Bennett one.
