I don't know the ins and outs of zoning etc, but I still think Scottsdale, or maybe on the reserve near Talking Stick and the Casino.
I'm actually surprised no reserve has ever done a sweet deal for a major league team to build an arena.

Tucson isn't close to being big enough and their facility is absolutely dreadful.
If they're staying in Arizona, the backups are to cozy up with the Suns or build out in Pima. Neither solution is perfect.

I am a little surprised that the NHL wouldn't at least make them sweat a little more. The city is just going to look at this and say, see, nothing to worry about folks. No need to build a big arena in order to keep the team. Eventually other cities are going to start thinking the same thing, which may hurt the NHL's overall agenda.

East-West thing is so overrated. It does not have to be this way.
Move to Quebec City (or a 2nd Toronto team), make a Canadian division. Then make 3 divisions for the US teams. Keep divisions only for a scheduling but have a single points table. Then do a 1-16 bracketed playoff. (even have 15th to 18th place play in games)

Make whom sweat though? City of Tempe? The populace, by and large, don't care. As much as it pains fans like Jordan, most people in the area couldn't care less. The NHL has no power over these people; they're not afraid of the Coyotes packing up and leaving. It doesn't matter to them.

This is accurate, most fans.. myself included are numb and not invested. I've refused to spend $1 on this team since 2018 outside of the one Flames/Yotes game I went to Mullett last season because of the instability. I'd still be sad if the team left but only because I can't bring my now 3 year old to NHL games but I'm beyond over this.
Hopefully the team partners with the Salt river tribe ASAP and gets shovels in the ground or its over 100%

I guess more just for optics to make other cities sweat where people actually do care, or for the future if somehow the fanbase does grow. If by some miracle, there is another opportunity that goes to a plebiscite in Arizona or elsewhere, they are probably further away from the 51% they need than they were yesterday, if the NHL continues to keep them there at all costs.
The threat of relocation has to be real if the NHL wants to use it when putting pressure on cities, and the only way to make that threat real is to actually do it when something like this fails.

I golfed We Ko Pa recently and thought the same thing.
I was blown away how nice the two courses are. Among the best of the true desert courses I've played.

The farm team of Seattle in Palm Springs was originally going to be downtown as part of a Casino complex on band lands, but that deal feel apart for some reason.

The diamondbacks and Rockies spring training facilities have theirs built on salt River land.
Big reason the dbacks are entertaining a move from chase field. Salt River has been courting them

I seriously doubt the NHL or any other league would want to get into a situation where sovereignty issues have potential to raise their ugly heads and cause problems for security or public safety services. There's a reason why it hasn't been done. The legal ramifications are likely extremely messy.
