I don't like Trouba but I agree with it being a non call. He wasn't trying to target the head, Meier was bent over. That's on Meier.

If he was targeting Meier's chest, he should lower himself more so he hit Meier's chest. It's not like Meier suddenly turn himself 2 feet tall.

The Devils response to that hit has been perfect. They haven’t given Trouba any sort of response.
Win the game, and then rip into the loser in the post game.

That hit was gross.
Meier skating with his head down in that situation is super dumb, especially with Trouba on the ice... but that was a bad hit by Trouba.
