It's regular season you give them a regular shift 5v5. Neutral zone face-off after a goal is as good a time as any to play the 4th line imo. The last thing you want is a cold line sitting on the bench in the middle of the game.
It's more bothersome that you say this is why Sutter 's decision making is questioned so much. Doesn't seem like a particularly poor decision to me.

It was also right after a power play so he tends to put guys out who haven’t seen the ice for a while.
