A pair of longstanding homeless encampments in the City of Vancouver have cost taxpayers more than $6 million since 2018, data obtained by Global News shows. 
 Last May, a man was murdered in CRAB Park, and the ongoing encampment there saw a mass stabbing in October and a major tent fire in December.
 
 An innocent man was also murdered in the previous Oppenheimer Park encampment. The same encampment also was the scene of a shooting and what Vancouver police described as a “horrific” sexual assault.
 
 Strathcona Park’s tent city was the scene of fires, overdose deaths and the serious assaults of two men, one of whom later died.
 
 Lewis, who said she was attacked by a stranger during the chaos associated with the Strathcona Park encampment in Oct. 2020, is hopeful the new ABC majority on Vancouver city council will be more proactive in addressing the issue.
 
 Vancouver’s mayor said the city can’t solve this alone.

Encampments and city responses are essentially the main symptom of half-measures. I am sure both sides of this issue look at encampments as being a failure

Yeah, I think most people are on the side of "help these people already, but make sure the problematic abusers aren't making life miserable for the law-abiding citizens in their midst".
 
Isn't that a fair thing to ask? There are people suffering in silence or largely keeping to themselves, and there are people who are causing problems for the rest of the population in ways that we would consider criminal outside of their drug use alone. If someone is in the latter category, incarceration for their non-drug related criminal behavior along with medically-assisted treatment seems to be to be a reasonable approach. In the former category, clearly incarceration is not warranted.

Well...from a physics perspective, the more toppings you got on there, the more physical inertia you're going to have and thus the more effective weapon.
 
Bluntly, the double meat just incrementally increases your bludgeoning power, granted, it would probably also slow the swing a little? 
 
But as the toppings drop out during combat they could become effective projectiles or at the very least distract a presumably starving junkie into re-organizing their priorities?

How does the crime level in an encampment compare to the worst areas of a city?
 
Crime has always been a problem in low rent areas.  This is probably worse because of the lack of thinks like walls and locks but it would be interesting to see real metrics.
