That's the current system, and it sucks. The lot fills up by 5am and then shuttles run all day...
It's gotta suck to arrive at like 6am (a ~4 am Calgary departure) to find a full lot. While employing people to piss people off by turning them away for the rest of the day.
Simply closing it makes sense and is the key message to share. They can work out a pay permit system for mountaineers and photographers later.

On a related note... I'm so f'ing tired of this "#### Trudeau" stuff. Not only is it cringey/overused/lame, it's now become a sad way for conservatives to seemingly gaslight themselves into an angry and vengeful existence, with 'Alberta sovereignty' as their platform for doing so.
And on another related note, 'Alberta sovereignty' has become just exhausting and cringey as hell too. I can't wait for the day when this nonsense dies down again. For me, I'm proud to be Canadian, first and foremost, before being Albertan. I see partnership and team-building as better ways to get things done with Ottawa... not angry, divisive rhetoric, fake news and propaganda and conservative redneck tomfoolery.

Look, the premier and you are capable of speaking on roughly the same level, i understand why you're attracted. But tell me reasonably why anyone should be afraid of training offered by the federal government? No one is going to force any worker to be reeducated. It's 100% voluntary. So if you don't want training to work in a new field, you can remain trying to vie for limited jobs available in traditional energy sectors.
So is this a bid to force workers to be stuck in one industry? Essentially enslaved to Oil and Gas? Because the result of this program is just that workers will be better able to vie for better paying positions, whether or not they exist in green energy or traditional energy sectors. The workers will just have more skills and be able to choose. So you and Smith want to reduce the right of workers to choose where they work and how much they are paid? I know that it is I just want you to admit it to yourself.

C'mon Monahammer, you can't have people considering career paths that are anything else other than O+G. That choice does not exist. Didn't you know it's one or the other? There's no such things as 'different sources of energy', especially ones that pay living wages; get out of here with your sound logic / voodoo and sorcery.

Smith twisting the Feds funding commitment to help transition O&G workers to green energy as a flagrant attack on the industry is just so tiresome and annoying. Like can we just have a Premier who isn't so intellectually and morally bankrupt? Is there just one playbook to being a Conservative in this country? Not work with anyone, spout lies and try and divide people?

They just had a parks guy on CBC at noon. He was saying they can't run a shuttle earlier than 6:30 because of wildlife protection rules preventing vehicles on Whitehorn road before then. This is the road to the ski area where parking is. But private companies can run ealry and late shuttles if they went from, say, Banff. They expect this to be an option.
They also said they've been working with traffic control in LL for years, and nothing is ever set in stone, they modify plans all the time as they learn more to help different user groups. They aren't an adversary, they are trying to help everyone. This is why the government of Albereta busting in all blustery is so dumb. They look like morons who have no idea what is going on, but hear that Trudeau is "taking away" something, and go full idiot before they have any info.

Slightly off-topic, but as I understand it a number of the large oil sands projects were fully paid off recently and no longer pay reduced royalties. How much of a difference does this make to the government’s bottom line and would it lessen the impact of downturns?

It will make a huge difference - royalties post payout are calculated differently (on net vs gross) but the percentage take is much higher so the collections will be much greater.
I don't think they'll be any less cyclical, and in fact might be more cyclical. Net revenues are more volatile than gross revenues, because expenses don't change that much.
Eg. Say your costs are $30/bbl and the price is $60/bbl. So gross is $60 and net is $30.
If the price drops to $40 in a downturn, gross has dropped by 33% down to $40/bbl, while net has dropped 66% to $10/bbl.
The volatility works the same on the upside. If prices rose from $60 to $90 the gross is up 50% but the net (90-30=60) has doubled.
Oilsands projects reaching payout is a huge win for AB citizens/taxpayers, because our cut goes way up. It'll make the boom and bust cycle for government revenues even more pronounced though. Although on the downside the rule is projects post payout have to pay the pre-payout amount if that would be higher (probably only if they are losing money) so there isn't any downside to the province.
Except that our governments will piss away a tsunami of cash in the good times on stupid stuff and then have <shocked Pikachu face> as the plan for when the cycle turns.
