Something weird going on here for sure.
This guy is a friggin excellent player, but coming off lots of missed time due to a major surgery and now personal leave this season.

Yeah, guys like this don't go on waivers unless there's a major issue. I'm sure the other GMs know what's up and are gonna stay away.

Was there ever any reason why he needed to enter the player assistance program, or was it kept confidential?

Fair. Hadn't considered it. Still have to pay him though and they're on a budget. If he's risky at all they might not get anything for him. Might re-enter the program for example. Or refuse to report of staying near family is important to his rehab.

I don't know the specifics of the situation with him and he for sure doesn't make it us but this player is EXACTLY the style of guy the Flames so desperately need, speed and a 1 shot scorer.

He's exactly what the Flames need right now, but he's not a Sutter player.
It wouldn't make sense for Treliving to do some cap magic (e.g. suspend Kylington) to free up space for Vrana and do cap gymnastics to figure out the Flames cap situation for 2023-24, only for Sutter to continually banish Vrana to the bottom six because he isn't tough and doesn't play defense.

Based on his WAR card and all that, yeah I can see how he wouldn't be considered a Sutter player, but if any coach can get him to buy in to team defence, it would be Sutter.
Sutter managed to get Gudbranson a 4x4 in Columbus after all.

It's possible his issue has spooked the Wings enough for them to place him on waivers which should be a red flag. Or maybe they are expecting him to go through unclaimed because of the situation? It's kind of strange.

The cap hit is pretty prohibitive, including because there is term remaining.
High cap hit+Term+Uncertainity=high possibility he goes unclaimed.

I would imagine there are a few players Sutter has let Treliving know he'd be happy with on the team. Going to go out on a limb and suggest Vrana isn't one of them.

Sutter is the guy who traded for Huselius. You never know with him. I don't think he necessarily dislikes one-dimensional players if there are filling a hole. They just need to work hard and have the right attitude.
He also did pretty good getting guys like Tanguay and Gaudreau buying into playing more complete games.

Kylington isn't injured and so long as he is likely to return they can't LTIR him. However if he lets the team know he won't be returning this season, they can. Thats always been the catch I believe.
Not to derail the thread, but we're getting to a point where the team and the player will have to make a call.

This has been speculated/discussed, but has it ever been confirmed?
I mean, he has been put on IR, so why couldn't he be put on LTIR?

I suspect because IR has no benefit, no one cares if he qualifies. LTIR does have a benefit so there'd have to at least be a doctor's opinion.
I think it's a choice between suspension or staying on the roster on "IR".

If Kylington needs more time for whatever purpose, that seems fine to me. But our team and roster shouldn't continually be penalized for this. Suspend him if you can't put him on LTIR.
In terms of money he's probably been paid ~1/3 of his contract value so far for literally nothing. There's no news at all about when he's expected back. There's no indication that he even wants to be part of this team still. All the best to him but we need to start making moves for the benefit of the team.

I have never heard or seen that there is a difference in qualification between IR and LTIR
