You can block the ball, but not blocking the player. But the replay do show that the Croatian keeper not really trying to impede the player.
But it is Argentina and it is FIFA. Any 50/50 call will favour Argentina

The English commentators didn’t flat out call it a bad call but are saying the keeper was unlucky. Maybe I’m too accustomed to hockey rules but the penalty looked like an accident from holding his ground.
