I'm guessing that the rationalization was that he wants to match lines. The hope was for a good heavy shift to give the team energy, and maybe trap the opposition in their own zone for a bit.

I don't think he is wrong though. Sutter's insistence in playing the 4th line at just stupid times is causing problems for this team.
After a flat start you don't put your terrible 4th line out on an ozone draw against their 4th line.
