why do the refs sympathize with a bad team that is fully aware that it need pps to have a chance in any game and will obviously do whatever it takes to bag as many as possible
make them earn them like virtually every other team

I think they start a lot of games on different lines, but any sort of adversity and they're back together, quickly.
Maybe they've played an entire game on different lines but I have yet to see it.
