Those are pro leagues and only pro leagues. Hockey Canada is way different - it’s mandate is to promote and teach the game on a non-profit basis. So not really a business, and not really a labour thing. perhaps its functions should be split up though - grassroots/education/training, elite minor, and elite amateur/Olympics.

Seeing as how he was the Head Honcho during the vast majority of these incidents and probably as The Big Cheese had to sign off on the establishment of Hockey Canada's 'Rape Hush-up Fund'....assuming it wasnt just his idea in the first place...the buck should stop squarely with him.

Exactly. That answer suggests that the number is not a small number (like 3, for instance) that he could quickly guesstimate from memory.
It also strongly implies "I'd rather not say, because answering would reflect poorly on me"

Bob said he was the CEO it wasn't his job but the Boards to put any policies in place but reflecting back he could have done more and wishes he could have.

But part of his job as CEO is to BRING these issues to the board, and seek direction as to policy. Either he did, and the board did nothing - unlikely, or he would be saying so, or he never did, or he agrees with the board's stance of doing nothing.
Trying to pass it off as the board's responsibility is not a defense for the CEO.

And any Board is going to ask the CEO for input on policies. They are volunteers and not in the day to day operations so they have limited ability to form policy without input.
