Max's interview: "No championship today Max but a solid win" 2 mins later "5 econd penalty for LeClerc and you're world champion"

Having just watched the last episode of drive to survive last night, this is a much less enthusiastic championship celebration.

Now we get the drama of what happens tomorrow with the cap overages from last season. Will there be any real penalties? It would be very FIA for them to aware points penalties tomorrow and take a bunch of points off Max and RBR and have it then be up in the air if Max is champion.

Did I miss why this was a full points race?
So Max gets title before they do (or don't do) something regarding cap penalties this week?

F1 needs to do something about their rain procedures. We will see more Spa 2020 situations.

Good for Max. Was inevitable. Might as well get it over with.

No way any FIA penalties for cost cap will affect this championship. Not directly. Nor is RB or max expected to be stripped of last years wdc or wcc. At most I would predict budget penalty for next year.

Red Bull and several of their rivals expected the FIA would award points in line with new rules which were introduced this year. These stipulate a race winner receives 19 points for a race which runs to less than 75% distance.

However the FIA determined that full points should be awarded as the rules state the reduced points are only used “if a race is suspended in accordance with Article 57 and cannot be resumed.”

Horner believes this is not how the FIA and teams intended the new rules to work when they were devised following last year’s farcical Belgian Grand Prix, in which half-points were awarded for a race which official consisted of a single lap behind the Safety Car.

Pretty sure they screwed up the end procedure, too. It's 1 more complete lap after the leader crosses the finish line after the 2 hr limit (like we saw at Singapore); the regs aren't totally clear, but there is nothing that indicates it should be any different at the 3 hr limit (but they didn't do the +1 lap)

The regs do specify that the 3hr time limit doesn’t include the +1.

For the points thing, the way it’s written is weird. That only abandoned races use the points columns based on %. But if you delay a race for 2 hours and 45mins and then run for 15 mins, then full points are awarded. It’s really bizarre interpretation.

I’m looking forward to tomorrow and the FIA released the 2021 budget cap reports.

I really hope RB didn’t go over and Mercedes did. Just because I love seeing Toto losing.

I like how Crofty explained how partial points worked 15 times, and then when the full points were shown on the screen 3/4 of the way through the race he says "no, hat's wrong!" and explains it again. Turns out, the FIA knew all along...

I think it is better to stick with the partial points though. Clearly the teams were confused, too.

It is funny that Mattia Binotto is whining so much, when his team made a secret deal with the FIA in 2019 over their illegal engines.

Maybe the FIA will give a secret deal to RedBull also.

They could maybe lose double(or quadruple?) the overage against next season's cap?

Nope, I've been over it in detail. It doesn't specify that the +1 does apply to 3 hrs, but it definitely does not specify that it does not apply:

It seems fairly (but not totally) clear that 5.5B modifies only the time period and doesn't have anything to do with the +1 lap.

*The 'above' is a 97 word paragraph that covers a lot of ground - including the formula to determine number of race laps (fewest possible to get over 305km). Exception A is that Monaco is 260km. C is related to starting under SC. So what the 'exception' is relative to is the big question, but the exception makes no mention of the +1 lap at all, so it's a real stretch to suggest that is intended to be modified.
