I agree that if these states need help dealing with these people they should get it, but regardless of those circumstances intentionally messing around with vulnerable people in this way goes beyond just trolling. 			I wouldn't under-estimate Trumps charisma. His ability to read and work a crowd is second to none. Put Trump against someone smarter, better prepared and an expert in the subject in a public forum, and Trump is going to humiliate that person 9/10 times, because most people are garbage at public speaking but Trump has the skill set of top-tier comedian. 
 
It's funny seeing Franken get mentioned, he was the only weapon in the democrats arsenal that could have beat Trump on his own terms. That "stump" has passed more meaningful policy in less than 2 years than Trump had passed in his entire time in office. All while battling an uncooperative legislative branch.
