Here's the thing about acts and shows that are touring: they aren't interested in rating cities, they don't care what the perception of any given city is. It isn't a popularity contest. They don't look at Pittsburgh and Columbus, for instance, and decide: 'Pitt is a nicer city, we'll play there'.
They are selling a product, and they have criteria: we need these types of facilities, and we expect to generate this much revenue. If a city can deliver on that, then they move on to the next issue, which is finding a date that works. If it fits into the schedule and travel plans - great. If not, too bad. That's it.

Now here's the thing from Calgary's perspective: the question isn't where does Calgary rank as a city, the question should be: what do we want to be going forward? And how do we achieve that?

We want to have the highest provincial revenue, highest wages, lowest taxes, worst entertainment infrastructure, and worst school and hospitals.

And does having and arena matter at all to that ranking? Do people rank cities based on how nice their hockey arena is? Or whether or not they get/miss a few of concerts per year?

I would like an arena that isn’t actively crumbling apart, and yes, I would like to see more and better concerts come through here.
The fact that we are such a desirable place already is all the more reason to invest in our own entertainment infrastructure.

You are only peripherally addressing the issue with those questions. But yes, having an arena matters. In every city I have travelled I have either been to an event in a stadium, arena, and/or theater. Alternatively, many will just go to a venue just for the history. I will spare you a list of venues I have been to.
It is not about how "nice" the hockey arena, nor is it about hockey...hockey is just one user/venue in an arena. It is how the center can provide the region with quality entertainment venues, this can equate to how much outside dollars are spent in the city.
A "few" missed concerts downplays the number and is more like several. In all honesty it is a few big headliners, but those depend on your musical preference.

Several acts that played Rogers in Edmonton actually played the Corral here. A few have also played the Saddledome and a different venue in Edmonton.
Of course losing the Corral makes this redundant. But a lot of big (but not huge) acts are happy to take the cheaper rate for a lower capacity venue, knowing they are guaranteed to sell out.
The other consideration is venue availability. New arena or not, Calgary is not going to be an anchor city for any tour (except maybe a country act or Stampede booking). The biggest acts anchor their tours around certain huge cities and then fill in the gaps based on various criteria - venue availability being a big one. If Edmonton is available two nights after a Vancouver date and Calgary isn't, it's an easy choice. Or vice versa.
In the short term, this discussion around mega-acts is irrelevant from an arena standpoint, because the current focus is stadium shows. Beyonce is doing Seattle but not Vancouver. And Edmonton (Commonwealth) but not Calgary.
Lastly, there are a lot of other city pairs in a similar situation:
Nashville-Memphis
St Louis-KC
Ohio cities
Sometimes its both. Sometimes its one or the other. Or neither.

On one of her tours, she stopped in Vancouver, Edmonton, and even Saskatoon, but skipped Calgary.

This discussion is about a new hockey arena, why are you bringing up stadiums and theatres? Those have nothing to do with the value of a hockey arena.
And it’s not about hockey? What? Please list all the other amazing things we will have that we didn’t before if we get a nice arena, other than a few concerts because that horse has been beaten to death.
I also question your vacation choices if you only travel to cities to visit the hockey arena.
