I'm not so sure that is set in stone. If it were determined, for instance, that he has a desire to play at home in Ottawa, I could see both teams looking at a trade that made sense for both clubs. Ottawa needs an upgrade on the blueline and the Flames certainly would not want to risk going down the path they did with Guadreau and not being able to trade such a high end asset late in the season.

It is absolutely set in stone.
If he had no intentions of playing the season why make a few trips into the city to meet the GM & coach, to find a place to live, buy a truck, practice informally with his new teammates, etc
All to up and leave before the season or even camp starts?
Its as plain as it looks on the surface. He's an RFA negotiating a new deal. It can take time.

It's probably more encouraging when the player says that vs the team (see Gaudreau, Johnny).
We already know the Flames want him.
Flames about to have a bunch of somewhat older players signed to long term deals. Might be time to work on the coach now.

Stone? Maybe not. But almost a certainty.
You don't make the moves the Flames made this year and then move a top pairing defender and weaken your blueline just before camp or early in the season.
He's their rental.
Or he signs and the whole conversation goes away (which will be the case)

How likely is that?
You have an upper roster player on an expiring deal. If you can find a player that fits your top nine and would make an equal contribution and has an expiring deal and the other team has the opposite needs, then sure.
Any of those three things fall and it doesn't happen.
