If it gets to that point, he'd still be ineligible to sign an 8 year contract extension until January 1, 2023 regardless of what team he is on.
One year contracts can't be extended until that date.
So:
Flames can sign Tkachuk to 8 years (and obviously subsequently trade him) up until August 11th. After the hearing starts on that date, the parties will be forced into a one year contract (minimum 9M).
Flames can trade him, but the acquiring team would only be able to sign him to 7 years and, if they don't come to an agreement before then, the August 11th hearing date is still set.
If he makes it to arbitration (or otherwise signs a one year deal for some reason), the earliest he can be extended is January 1st, 2023.
