I think what Tkachuk decides will dictate much of what the organization does. I think Gaudreau's decision has really thrown a wrench in things and they will take some time to figure it out. I don't think they know which direction they are going yet, too many unknowns with Tkachuk being the biggest.

I think the initial plan right now is to lock up RFAs...starting with Tkachuk.
Flames don't actually have a ton of cap room even with Gaudreau leaving.
They probably needed to move Monahan and Lucic to make space for the Gaudreau, Tkachuk, and Mangiapane raises.
But with Gaudreau gone now they have to assess if they still want to spend assets to move those contracts, or just sign their own RFAs and not dip into the UFA market.

They are working on a deal for Tkachuk, trying to reason with Mangiapane's agent and attempting to grab Necas from Carolina.
Kylington is probably close to done at the moment as I truly believe that he loves the city and is a super loyal dude.

Honestly, with Lindholm and Tkachuk (if he signs) on the top line, I think that they could maximize output with a big time offensive player with some flaws on the defensive side of the game. Save some money and pick up a shoot first winger. Not really anyone that fits that bill in UFA, but there are players that are devalued right now that can be got through trade. Kravtsov or Kakko, Laine (cough cough), Konecky, Gurianov... and others could probably be brought in at a discount.
I'd calm the jets on UFA.

I assume that they have feelers out on some UFAs, but are probably in contract talks with their current core. Who knows what else - maybe they are engaged in trade talks and gauging the market value of some of their assets.
We will know when stuff starts happening.

No point doing anything until they get the RFA's signed.
Only thing they really need is a 2c. Aside from Kadri there isn't much options so will probably be a trade

they aren't rebuilding, they are trying to add more balance to the lineup IMO
should the season go off the rails its a different story at the deadline but this team still has a lot of good players
